Why doesn't a new user in Active Directory appear in the CSE Administration Console?

When adding a new user in Active Directory, the new user does not immediately appear in the Cloudmark Server Edition Administration Console.

Exchange creates the user's mail store the first time the user receives an email message. After Exchange creates the mail store, the user appears in the Administration Console. You can force a new user to appear in the Administration Console by sending a message to the user.
