Why do some spam messages go to the Junk E-Mail folder?

Some spam messages go to the Junk E-Mail folder even though your designated spam folder is a folder other than Junk E-Mail.

If the designated spam folder is not the Junk E-Mail folder, then Outlook's Junk E-Mail filter is enabled and moving messages to Junk E-Mail. Outlook's Junk E-Mail filter should be disabled on all computers, as it directly conflicts with CSE.

To disable Outlook's spam filter, go to Tools > Options > Preferences > Junk E-mail... and choose "No automatic filtering..."
